I was in Germany for four years.  Yes, prostitution was legal there.  Unfortunately I never once observed a working girl that looked that good.  I used to take visiting buddies on the obligatory walk-through of The Annabella House legal brothel outside Ramstein (long closed) and the girls in there were older and heavy (German men apparently like 'em meaty!).  The girls that worked Highway B-40 (40 Mark Strasse) ranged from lean and MEAN to 'OH MY GOD I COULDN'T GET THAT DRUNK.'  The few times I partook with one of the girls, it was clinical and not really worth the effort or DM.
