their terms of service allow them to "freeze" you account, and charge fees to it.
Read the fine print. They are not a bank, and not constrained by laws that affect banks. (Not that banks don't end up charging fees too for endless stuff anyways.

many clients prefer to pay cash, i dont get paid that much through paypal to be worried besides i have a civie business and can also explain it away

or mixing your money from your hobby dollars with a legitimate business. It's possible that business could be jeaporded if there is even a perceived connection between the two.
PayPal ripped off my son, 22 yo, for $4000 after the buyer ruined the value of the price my son sold with little recourse short of litigation. There was a class action lawsuit filed for questionable biz practices.
They side with buyers first and can only imagine what their attitude toward providers would be if they were ever investigated by LE.
I use an online bank. Would any bank let me withdraw? I usually go to Chase, but where I'm from (Boston), there's only two Chase ATMs. Wharf and the airport, and I clean out the Wharf out of their 100s pretty quickly :P
