But FWIW you apparently can discuss delisted providers...and have been allowed to for quite a few months now.

A guy said he asked admin to remove a thread he started because he named a delisted provider in it. The response did not come directly from admin, but later on from the same guy who started the thread. He said his response from admin stated "it's a recent change in policy to now allow delisted providers to be discussed on the discussion boards". Post is from 6/11/2012

Maybe he lied? Maybe the particular person who responded from admin was mistaken? Maybe they havn't updated their own guidelines? Maybe someone from admin could respond here and clear it up?

Most of their policy changes are done quietly, and they rarely update the policy section. I believe there is still a part about multiple aliases, and some areas that say "contact the moderator."
In any case the change about discussing delisted providers was done queitly, and found out accidently be most psople who do know about it. Personally I think that is a stupid change, and hope they change it back. Many delisted providers are delisted at their own request for safety reasons such as stalking. Being able to discuss them on the public boards, is not a good thing.

I was one of the poeple who became aware of this change a few months ago. The way it happened is I reported a post on a regional board that discussed a "delisted provider" and admin informed me that it is allowed now. I never mentioned it on the public boards because I figured the less people who know about it the better. However, apparently the cat is out of the bag now.
