to access TER about 20 months ago, most of the guys complaining about their VPN used TOR or one of the other "free" VPN services.  Besides the sketching service on "free" services, their privacy policy is not as strong as it is on the PAID services.  It stands to reason that "free" VPN's have to get their operating revenue from somewhere other than membership fees if they want to be able to provide maintenance and customer service.  While there may be exceptions that I haven't heard of, these free VPN's will generally sell your information to others in order to get operating revenue.  If you read their privacy statement, you will see that you are allowing them to do this by registering for their service.  For that reason, I would never use them, since I have no say-so in who they are selling my information to.  

 
I have used Express VPN for the past 20 months without a single hitch or problem.  My info is kept private by Express because I am PAYING them to keep it private.  When I signed up, the rate was $99 for a year, which included service on 3 devices, so I put it on my iPhone, laptop and work computer.  I have already renewed once for a second year.  It works out to $8 and change per month.  For me, its worth it to stay private and keep my info and what sites I visit private.  For you, it depends on how much your privacy is worth to you.
