I can’t see them expending that much energy on independent girls and hobbyists. LEO struggles with controlling prostitution, how effective will the feds be? It’s scary and there is risk, yes but I don’t see them chasing down Betty boobs because she’s an independent provider. I see agencies getting targeted, massage parlors, modeling agencies, etc

and that consists of the people who don't have the resources to shield themselves from LE, whether that be bribes or guns.

 
LE will get credit for a bust, whether it be a king-pin or a hapless independent.   LE is lazy and is favorable to those who grease them and averse to those with guns.

 
That, as I see it, is the problem.
