Since DC has no where near enough of a police budget to make the whole city a "prostitution free zone" they may be rotating manpower to different areas for a week at a time. I'm guessing that they would have preferred that this strategy had NOT become public knowledge.

They are referring to the ladies of the night who walk the streets. This is done to encourage them to do their business indoors instead of on steet corners.

We have "prostitution free zones" here too. It is not rotating by days, but based on areas they are trying to "clean up." mostly geared towards streetwalkers, sometimes it is like " within x feet from schools etc." or certain areas where they don't want the visual. It does not mean it is legal everywhere else. LOL. Or even that they enforce the law more in that area. What it does is make it a more serious crime if you get busted in those areas. For example it goes to a higher class misdemeanor or from a misdemeanor to a felony. Bigger fines etc. for hookers and johns. They do the same thing with "drug free zones." It is illegal everywhere but if you get caught selling in a "zone" (within so many feet of a school etc.) it is a much more serious offense. Sounds different in your area but they use the same terms I guess.
