In my opinion, it really depends on her build. If she's 100 pounds, but has C-cups, she's probably going to appear on the busty side. If she's 300 pounds, and wears DD-cups, she probably won't seem very busty.

It is all relative to the rest of her body. Some ladies can look busty with a b cup. (A 5' tall 90 pound slim gal, for example) and some even with a DD or bigger may not appear "busty."

I know I am in the minority but I have a preference for smaller breasted women, so when an ad says "busty," I will often not even look at it.

I would say me, I am considered busty. 36DDD natural. I also think that implants can be considered busty as in the amount of CC they have in them. I think anything over a DD is busty.
