It’s a personal vouch from a provider. Long ago providers could whitelist other providers. I whitelist gents & always look to see if an individual had been whitelisted. I find a long list of whitelist to be very attractive. If a person has none I wonder why, but many people don’t know about it.
I've said this many times: one of mine is a fake. I never saw the girl. When it appeared out of the blue I PM'd her and asked about it but she never replied. I assume she felt because I had a fairly big board presence and a lot of reviews, anyone checking my whitelist would see her stage name. I don't know how often this happens but it used to be easy to do. I don't recall if I reported it to TER but, if I did, nothing was done about it. It's been ten years.

She meant to Whitelist somebody else (inicky64? jnicky46? ... ??) but left it for you, instead, by mistake. Then, it was too much trouble and far easier just to do nothing to correct the mistake.

inicky probably thought it would help HER to have whitelisted a guy who posts a lot on TER. It happened to me a couple of times too but I asked them to remove the whitelists and they did.
It also happened to GaGambler. He didn't know why she whitelisted him but I did - the provider had a civvie job in a business in which GaG had a big interest and invested a lot of money. She may have thought that if she whitelisted him he might throw some business her way. NOTE - GaG currently has a whitelist but that is NOT the provider that I mentioned. His current whitelist is more than likely fake too.
You love them but what good are they to you? You still require real ID !! In most cases the providers one has Whitelists from are the same as a prospective client would use as a reference and I may be mistaken but you do not see on basis of references. So much for attractive.
I have reputable provider friends in this fabulous adult industry, so if I know them personally I will reach out to verify they did indeed whitelist that particular individual.
Most of mine were given to me without the lady saying anything to me. I didn't even know about whitelists until about a year ago and was shocked to find that I had a bunch.
Many ladies don't even know about whitelists and I certainly never ran into one that paid any attention to them or lent any credence to them. However, almost every lady I've seen pays attention to P411 okays.
