It isn't one particular thing

The "that" is answered in each of the verses.  He says something he won't do in each verse:
"I'll never lie to you and that's a fact ..."
"I'll never forget the way you feel right now ..."
"I'll never forgive myself if we don't go all the way tonight ..."
"I'll never do it better than I do it with you ..."
"I'll never stop dreaming of you every night of my life ..."
And he also says he won't do two things that the female part of the song says he'll do:
"You'll see that it's time to move on" and "You'll be screwing around."  To both of these, he answers "I won't do that! No, I won't do that!"

Basically, the song says he'll do all good things and won't do bad things.
