I guess they could just close the lid, but it's so much more fun to keep it open.

Some cats have a "water fetish" (as much as a neuter can have a fetish).  They'll stare at dripping faucets, gaze into their water dish.  It's the most fascinating stuff on earth to them.

Now, if the cat could just learn to use the toilet and flush it, that would be funny and practical!
