I think the 2 reviews is a good policy until TER can accept payment in "MANY" forms. ie prepaid cards. Currently Gift Cards are not accepted and there are the horror stories of missing MO's. Some cards Like green dot that require registration are accepted. In this hobby there is a need to conceal your identity from unwanted eyes. CL for example was turning over personal info of posters to LE.

Having been in the hobby a while.. reviews are a living thing with their own life. Many times I ask if the lady wants one before I post if I think she wants to stay UTR. All reviews I post are good because just like you I have no recourse for bad reviews. The reviewer has no recourse if a provider wants to blackball or make his life miserable. The feed back from this board is to be very careful when posting a negative review, think twice or more before posting. The problem from the hobbyist side is how do you post a truly bad review! And yes I have had a few bad experiences. The system is not perfect but it is the best we can do in this imperfect world.
