I think there are a couple of possibilities here. There are a fair number of men out there who are "condom shy" as one provider termed it. For whatever reason, whenever that condom is applied regardless of how hard they were before, it just collapses.

Frequent masturbation is not an issue with me, though it could be for some guys.
