doesn't seem to work on my cell phone.  It does work on my PC but the couple of times I tried, no one was there to chat.

I have never clicked on chat, not even by accident.

I have once or twice when I was banned from posting..

But there was no one..  I would rather go talk to the mirror and then smile at the guy in the mirror, who I've heard, really likes me..

About five years ago I spent way too much time in chat. There were usually about 20 to 30 people on every night and there were the usual train wrecks but there were also a lot of interesting conversations. I think one of the problems is TER messed with it and now if you're typing something and someone else posts a conversation it pulls your cursor out of the typing box. Now, if there are more than two people in there posting, it's almost impossible to finish typing your thought.  I don't remember that happening back then. I got to know a lot of guys and gals online and had a lot of fun.

its either empty, or has a handful of names listed but no one is "chatting".

Seems like a nice feature, but sorely underused.

I did once.  Just happened to the catch the very first provider I ever saw online.  I messaged here and we chatted for a bit.  That was over a year ago.

It used to be well populated prior to then but most of us congregated to one national board. Chat was promoted a little back in those days and mostly a West coast crowd.  

Unless there is an organized campaign to resurrect chat, it will remain dead.

Because in French, "Chat" means "cat" and is used colloquially for "pussy".  As in "mange ma chat," for "eat my pussy.'
