I bought a 45ft roll of 1.5" wide velcro  one-wrap for $16 on Amazon.    Cut like a two foot section of that and warp it around someone's wrists.  They aren't getting out, at least not very quickly.  And it isn't cutting or uncomfortable. You can also cut a section and wrap it around their ankles.   My favorite trick is to cut a length and use it as a pants belt.  Then in an instant I can rip it off, and bind the poor victim in a couple seconds (we arrange this all in advance, of course.)
