Since those java scripts open a new window something as simple as a pop-up blocker could be causing the problem.
Could also be your settings in your browsers. In Firefox, you can look at Tools> Options> Content> see if Java script is enabled, if it is, check the advanced settings and be sure you allow java scripts to open a new window.
These would be the easiest to check and most likely causes.
I am a typical computer user in that I can do all of the basic stuff and even a few slightly (very slightly) advanced things. My problem is that many of the javascripts on this site will not work for me. I cannot click on the envelope next to a name and have the email window open. I can't use any of the buttons on a profile page such as 'report a problem' if they are designed to open another window.
I mostly use Firefox but have tried and gotten the same results on IE. I'm running Norton Internet Security. I don't seem to have this java problem on any other site. Can you help me? Please?

Eveyone has had goo input here and I would like to add one thing. If it is a pop up blocker you can sometimes disable by holding down the CTRL button when clicking on the desired button. This is a temporary disable feature that I have used frequently

The problem most likely is Norton. I've read where it injects an error into pages that contain javascript. I'd disable the software and then try the pages. Here's the procedure (I'm not sure which version you're using.)
Start Norton Internet Security. 2 In the left pane, click Status & Settings. 3 Click Security. 4 Click Turn on or Turn off.
