Scenario: Provider and civvie have not yet met but have exchanged several e-mails and things are said inconsistent with P4P. If - and that’s a HUGE IF - there is really any interest there, is a provider more likely to pursue someone she has NOT yet seen as a client as opposed to someone who “knows” her “professionally?”
Take into consideration that it may seem like a HUGE leap of faith if all you have done is exchange emails. She may quickly conclude you're just trying to take advantage of her time and kindness.
Before you take the plunge suggest a social dinner off the clock and see how she reacts.
Also keep in mind, that providers like myself do off the clock dinners all the time and it does not suggest interest. What it does give you is an opportunity for her to get to know you face to face.

Thanks, Lauren. That’s exactly what I thinking about. Because it’s such a big if, might the provider be insulted if a civvie asks for an off the clock dinner, just to meet? It’s tough to get a feel for where the line is drawn.
And, yes, there are no intentions to get all mushy right away.
Some women will be offended, some won't. There's no way to tell, other then to ask politely, suggest a nice place so she'll be a bit more tempted, and cross your fingers. If she says no, do your best not to be upset with her.
Also, keep in mind that even when a provider says she is single, that is not necessarily true. Many dating and married providers choose to keep that very private and don't let anyone know, even their provider friends.

some important information like, what was the context where each obtained the others email address, and who contacted who first, and it's purpose. As for your question, the answer is obvious.
"real" relationship with this lady, I would *strongly* suggest you do NOT see her as a provider. I unfortunately saw the woman I now love as a provider first, and that has always been an obstacle in her mind to our future together.
