There is a whole community of mongers (to which I belong, along with this community) that do their mongering overseas, primarily in Latin America (e.g. Costa Rica, the Dominican Republic, Colombia, and Brazil) and Southeast Asia (e.g. Thailand and the Philippines). There are multiple forums for these guys, and they are full of information that you can use to plan your own trips to these and other destinations, which would probably be much more cost-effective, flexible, and enjoyable than buying an organized package.
For example, if you want threesomes with your wife and a bisexual provider, you might have a hard time finding that through a package tour and would be better off finding such providers yourself, depending on your language and negotiation skills.

When its over, your wife is just going to turn to you and say, "I can't believe we paid her $600 for THAT. Can't you get the concept that some people actually like their wives, and enjoy doing things together? and what better way to spend time with your wife than fucking other women with her? Its like the guys here that used to eschew VIP membership as "wasting money", so were not able to read the reviews, and then came on the boards to complain about the contents of a session, or the girl's profile menu not being what he wanted, when it could have been seen beforehand with a VIP membership that would allow him to read he reviews. Costa Rica is another possibility, but beware of pairs of girls that approach you in English with offers of "lesbian shows;" those are rip-offs. The Dominican Republic would be less suitable, as there seem to be fewer bisexual providers there. Brazil is another option, as you can search online ads and reviews for bisexual escorts (if you can handle Portuguese with Google Translate), but it is a long and expensive flight, a more expensive destination, and requires U.S. citizens to get a visa before they arrive. Colombia also has online escorts with searchable ads that detail their services (including couples, I think; I haven't searched for that service), but they do not have a mature review culture like the Brazilians do.
Do you or your wife speak Spanish? English is not widely spoken in Colombia, and few of the providers speak English. If you do not speak Spanish, you might have a hard time getting around and interacting with the providers, e.g. to find out if they are bisexual and open to threesomes with your wife, and to develop better rapport and chemistry.
Also, Colombia has some significant security risks that warrant extra precautions and, out of the four major mongering destinations, it is probably the least interesting from a mainstream tourism perspective.

I do agree about having a command of the Spanish language, Costa Rica is easy if you don't speak Spanish, as is Panama,(another potential destination), but Colombia can be a bit harder to navigate if you don't speak at least passable Spanish. I do disagree about the "significant security risks" you speak of, as long as you stick to the decent parts of town in the bigger cities like Bogota. I seriously disagree about it being the "least interesting" as well. Colombia is a beautiful country, Cartagena and Santa Marta have beautiful beaches with luxurious accommodations, Bogota is vibrant 24 hour a day city that is nestled in a high mountain valley that never gets too hot or too cold and has about the same population as NYC, about 8 million in the city proper and when you count the entire metropolitan area that has now spread out beyond the valley you are talking a metropolitan area of about 14 million people.
I would of course recommend exercising caution and good sense any where you go, and there are some very rough parts of every major city in Colombia, but I wouldn't say it's any more dangerous than wandering into South Central by accident in Los Angeles or East St Louis in a place considered as safe as Missouri USA.
I really cant speak about bisexual providers in the DR or Brazil, but the DR is probably the cheapest destination while I agree that Brazil is the most expensive. I would also like to point out that Brazil is actually more dangerous than Colombia right now, and even in Costa Rica, Jaco is getting so dangerous that it's recommended you take a cab from the Co Cal even if you are only going a few blocks.

I would argue that a mongering trip to Colombia - specifically the city of Medellin - gives you some of the best mongering value for the money that you can get anywhere. Medellin is arguably one of the top two or three mongering destinations in the Western Hemisphere and one of the top five in the world. The numbers and the quality of the women are simply amazing. Prices are very reasonable too - certainly compared to the U.S., and even compared to elsewhere in Colombia. (Point this out to the providers on this board who think they are better than others because they charge higher prices). Here are some examples:
Medellin has numerous brothels. At the low end of the price scale (but not necessarily low quality), one can get half-hour sessions for the local equivalent of about $12; an hour session at the same place would cost a whopping $20. The higher-end brothels might cost $50 an hour. There is one brothel where rates approach $100 an hour, but its primary selling point is its location in a former mansion of Pablo Escobar.
Independent escorts that find clients on Facebook might run $50-65 for a 1-2 hour session and $100-125 for overnight dates. These girls would probably be earning 8-9 ratings on TER and charging $400-500 an hour if they were in the U.S. (and if TER still had reviews).
Visits to strip clubs (VIP rooms in Latin America openly provide full service) are among the most expensive options and, depending on where you go, can easily exceed $100, when you account for drinks and other expenses. There are cheaper "locals' joints" where one might be able to cut that cost in half, give or take, but they are in a part of town that is not safe to walk around in at night, and the locals' tastes in women might not suit some North Americans' tastes (they like thicker girls).
Due to the comparative strength of the dollar against the COP, currently around 3,000 COP per dollar the costs are even lower than you state. The lower end "casas" downtown and in the San Diego area charge about $50,000 COP for an hour which is even less than twenty bucks at current exchange rates. The most expensive casa that you are talking about is Loutrons and it's main selling point is not just the fact that it's located in one of Pablo Escobars' mansions (and less than a kilometre from his grave.) but it also has the best lineup of any casa in the city, there are rarely less than 20-30 model quality women working there at any given time, everyone of them worthy of a TER 10 rating.
The strip clubs like Phase Dos are the most expensive option I agree, but none of the casas or strip clubs are located in any part of town where it's safe to walk the streets at night. Medellin is MUCH safer than it was 15-20 years ago when I first started going there, but street crime has always been a reality and there are really only two parts of town where it's safe to walk the streets at night, and they are the Parque Lleras and the Golden Mile area of Poblado. Neither area has strip clubs or brothels as Colombia has keeps those kind of establishments away from the touristy areas with zoning laws.
If you make it to Bogota, you will find much more of that city is safe to walk the streets at night than Medellin, most of the northern part of the city is very safe, even at night, the further north the nicer and safer, but it is definitely NOT safe for a tourist to be walking around in the "zona de tolerancia" except maybe to walk between La Piscina and El Castillo, which are the only two places I would say are safe enough for any gringo without a LOT of experience should be going to.

...it's just that I think that Costa Rica, Brazil, and perhaps the Dominican Republic are more appealing than Colombia in that regard, and that those countries might be a better fit for someone looking for a more balanced trip, or someone with less experience or no language skills.
For the most part, though, I think that the most interesting places to visit in Colombia for something other than mongering (and these may reflect my personal taste) are away from the main mongering spots and more suitable for adventure tourists, like the hike through the jungle to La Ciudad Perdida, or Malpelo, the remote Pacific island where one lives on a boat for two weeks to go scuba diving with sharks. Trips to those places might be awkward to combine with mongering trips. The best convergence of mongering and mainstream tourism in Colombia is probably Cartagena, although personally I found the girls there a bit too business-like - perhaps precisely because there are so many mainstream tourists there. IMHO, the beach in Cartagena is better for picking up hookers than it is as a beach per se. My next trip will include Bogota, which seems more interesting as a city overall than Medellin, with museums, historic buildings and sites, etc.; I do want to learn more about the country that produces such fantastic hookers in such large numbers and at such reasonable prices. By the same token, I probably would not want to visit Colombia if it were not for the hookers, but I could see myself visiting Costa Rica, Brazil, and perhaps the Dominican Republic even if I had no interest in hookers, like the many ecotourists or sport fisherman that visit Costa Rica.
The security precautions to which I alluded are things like ordering a cab or Uber online or by phone, instead of hailing a random cab off the street, so as to reduce the risk of a kidnapping or a robbery involving a cab driver. This sort of precaution might not be obvious to first-time visitors. It's a minor inconvenience, compared to just hailing a cab off the street, but should not deter anyone from going there; it just means budgeting a bit more time for one's rides.
I agree that Cartagena isn't really much of a beach as far as beaches go, but I disagree about picking up hookers on the beach. Yes, there are hookers that work the beach, but none that I've ever had even the slightest interest in pursuing. One thing I can say about the beaches in Colombia is they know how to enjoy their beaches. Unlike the US where on many beaches you can get arrested for simply enjoying a beer, in Colombia you can buy just about anything you want right on the beach, anything from an ice cold beer to a full catered seafood meal, or even a little "mota" if that's your thing. You can have virtually anything you desire brought right out to you on the sand.
I like Medellin, but comparing Medellin to Bogota is like comparing Charlotte to NYC, there really is no comparison. Medellin has much more of a "small town" atmosphere to it, while Bogota is very much a big city which rivals NYC in size. Millions of people visit Bogota every year with very few of them going there to see hookers. lol
And lastly, I don't know anyone who doesn't just hail a cab off the street, even back when Colombia was truly dangerous and you could go weeks without ever seeing another gringo I never felt that hailing a cab was unsafe and I've probably ridden in a thousand different cabs in a dozen different Colombian cities over the last couple of decades. Yes, there are some common sense safety precautions that you should take when visiting any big city in ANY country, but avoiding cabs is hardly one of them in Colombia. Actually grabbing the wrong cab in Costa Rica is a much bigger risk than in Colombia, in CR you have what they call "pirate cabs" that aren't licensed that have had some incidents involving naive tourists.
Most my friends are swingers. I know of a couple ( married 15 years) that recently divorced because he wanted a 1on1 relationship. I know of another couple where the man introduced swinging.
