To determine whether a provider is not LE and is legitmately going to offer FS, I do the following:

When she comes in I give her a kiss on the cheek (or lips) and a small hug. While I'm hugging her I gently feel on breasts.

If she smiles and hugs back it indicates she's willing.

On the other hand, I've had providers that grab my hand and throw it off. From this reaction I infer she's not going to be giving any action.

Your technique is fine, I would prefer a gent to do the same.

I don't see how it would even come to that. If you do your home work beforehand on TER it should be a non-issue.
I also don't really get you point about if she's willing?
Hell...of course she is...its part of the provider's service.

It's like a local lady here who has her little telltale ways such as offering a glass of wine. If they drink it, they're not LE! Give me a break - might as well toss a quarter in the air; do the string test, or here's one that's been around for a LONG time - ask them to take off their pants! Don't use your own 'logic' to make that determination. LE can even HAVE SEX with you and THEN bust you. You're naive if you don't think THAT hasn't happened!

Quit taking silly shortcuts and do your homework!

It boils down to your doing your homework beforehand.  There shouldn't be a question in your mind before she gets to the door.  Of course, it is a gamble if you go choose to see a lady with little to no information.  She may be new, not having established her presence yet, or it could be exactly what you fear, LE and or a scam artist.

As to your technique....it doesn't amount to anything in trying to ascertain whether she is legit or not. Every lady is unique in her own way.  I guess for me it all depends on how you go about it all.  I am very open minded, but do expect to be treated with respect and your grabbing a yanking on my breasts before a simple hello comes about would probably give me an unfavorable impression of you and put me on guard.  

You have to understand the mindset of a legitimate lady also.  If she hasn't seen you before a certain comfort level needs to be established beforehand also and she probably has the same fears that you do. Is he legit or do I have to dip into my legal funds?  She also is praying that it isn't an ax murderer and/or a scam artist that is going to cheat her also.

It is to an extent a two way street, but with both parties doing their homework before hand, the odds are considerably more in both your favors.
