This is very true and kept occurring with my former site host , so I moved to another where I had sole admin control over my intellectual property .

There are some websites that make it easy for a provider to create a DIY cookie cutter website of her own. Some of those sites have set up the picture gallery parts as VIP or MembersOnly as the default.
When someone registers and pays, the money goes to the website company and not to the provider (or maybe it's a split). Very often, the Provider doesn't even know that her pics are behind a paywall and is surprised to hear it. Just as often, there is a way for the Provider to unlock her gallery and make it free, if she finds out how.
I'd start by asking her if her gallery is supposed to be locked or not. If it isn't, tell her she should check with her webhost about how to unlock it. It she says it is locked on purpose, then move on, like I and most others do.
(And there are also the password protected / members only but no fee picture galleries. Not your topic.)

I don't know what providers are getting by putting their pictures behind the Pure VIP pay wall, but it seems pretty counter productive to me. I'm not paying additional money to see your pictures that are supposed to be your advertising to entice me.
Can any provider using it tell me why they think it's smart to do this?
It's getting so common now, I am wondering if they are getting a 'free' website that's requiring them to put some pics behind it.
Has any guy actually signed up for this?
