Bills are legal tender even if slight bits of them are missing. In fact, they are legal tender as long as they are at least 80% intact. If you really want to avoid your cash being tracked, this would be a simple, and (for the time being) legal solution.

The Bureau of Engraving and Printing would never be able to explain the huge cost increase in production that would have to come from the inclusion of a micro chip in every bill. Congress would lose their collective minds. Since the difference between the cost of production of a bill and its monetary value is seen as profit to the government, they get very touchy when the expense of production starts cutting into the budget. That's why our pennies are only copper coated zinc now.
Although the site that I will provide a link for in this post has nothing to do with any embedded chip technology for tracking the movement of currency it does provide a "chance" to track bills purely for fun.
It can be interesting to see where a bill may end-up by registering at this site and then entering a few bills by serial number. Then wait for notification from the site that someone has found the bill and given a geographical location and date when the bill was found.
