Could it be that they have an STD and it is illegal to engage in sex during that period?  Something probably everybody thinks about but nobody wants to say anything.  I'm not talking about vacation periods but other lengthy absences.

Question is, if knowingly transmitting STD's wasn't illegal how many providers would be conscientous enough to stop selling sex?

they change agencies and forget to tell you or for one reason or the other (maybe bad reviews on TER or TBD) change their name.
