The answer is that there is a risk.  The question is what risk you are willing to take.  I'd prefer cbj, but actually most providers seem to prefer bbbj.  I'm kind of hesitant to suggest it, as I always worry they'll take it as implying I consider them a disease vector.

Certainly there is some risk of STDs from bbbj's, as the CDC site makes clear:  https://www.cdc.gov/std/healthcomm/stdfact-stdriskandoralsex.htm  But there is little in the way of information out there about the probability of getting an STD this way.  The doc quoted above appears (based on looking up his bio) to be a leading STD specialist at a major university, so I think significant weight should be given to his view about the matter -- especially as I have yet to find any similarly well qualified person who contradicts his view.

Yes, you can contract a STD through BBBJ.  That said, you can contract at least 5 different STD's through sex properly using a condom!  HPV, Syphilis, Crabs, Herpes.... all are not prevented by condoms.
