There was some sort of Emergency Alert in my area last night. These will punch right through mute/Do not disturb/etc on your Android phone.
Yes, You can disable most emergency alerts (not Presidential Alerts) ... but you need to remember to explicitly do that when you buy / upgrade the phone.
I've had too many incidents where a hostile actor has gotten a hold of my phone, you'd think I'd learned by now, but apparently I haven't.
Sigh. it takes constant vigilance.
0) Have a strong lock on your phone.
1) Always keep your phone full charged.
2) Always keep your minutes/data topped up
3) Always keep the phone off when not in use.
4) Never have the phone where someone else can access it.
5) Always have notifications off .
6) Have a plausible reason for having a second phone (Work, Travel, etc).
Breaking these rules are tragicomic .. I used to frequent a Rub & Tug provider that would blow up your phone to drum up business when things were slow. One day, I was rolling up to her place where I discovered that her constant stream of texts had run out my hobby phone's credit. I had to text her from my civvy phone. Once she got a hold of that number, she started blowing up both numbers. Guess what happened the one day I forgot my phone at home....
