If they decriminalize it then the local municipalities could still selectively collect revenue from it while holding no responsibility as "societal nanny" all the while avoiding the wrath of the religious right for allowing it.
I've heard the argument from many guys that legalization would reduce prices. The attached article would seem to refute that, plus it would eliminate BBBJ's as per Nevada law.
I don't like the idea of regulation, licensing and special taxation for prostitution. That would be worse in most ways than having it illegal. There would be too much corruption, and definitely sexual extortion by government officials.
The best you can do right now is decriminalize it, with an eye toward eventual legalization when society adjusts and when prostitution is more accepted-- if that ever happens.
