There are "agencies" and then there are agencies. I've dealt with several great ones over the years and never had an issue. Several that I know of have operated for many years keeping a low profile and not looking for trouble. The agency that got busted was foolishly above-board in it's approach and made the idiotic mistake of getting involved in something that LE cares much more about than prostitution-Drugs! It was a bust waiting to happen. No big surprise that it finally did.

Yes everyone is a target, but who do they catch the most? Agencies and escorts who do not screen, massage parlors that publish their locations and the hobbiest dumb enough to leave explicit reviews from their own IP addresses and of course the newbie who does not have enough sense to check the girls reviews first.
