I think MS has tinkered with it. It won't accept sign in info if I access it on my phone using the Web portal. If I use their app I get ads before the sign in page can be accessed.
...where I had to reconfigure their outgoing server port. I could receive emails but could not send new messages or reply to messages with hotmail. Not sure if you're having the same type of issue but maybe check to see if those settings are correct.
