Visa is a processor not a bank. You cannot pay Visa for any transactions. (Or MC or Discover or FIS/FiServ or TSYS or whichever are around).

Where are you getting that message?

Most CCs issued by US banks have restrictions on international payments. Some users get a notice from their bank asking them to approve the specific transaction by phone or messaging on their site. Some will not allow international payments at all (US regulations to stop payments to terrorists that sometimes affects payments to TERorists :-)  Ask your CC issuer how to get an Int'l payment to go through.

You should also read the fine print on CC gift cards (Visa, MC, AmEx, ...) that you can buy and fill up for cash at Walmart, CVS, and so on. Most of those in the US are now restricted from Int'l payments, even if you register them with your name and SSN or other personal info.

If you're using a VPN, turn it off and try it again.  If I recall, I had some sort of issue using VPN when I first signed up.

If Visa is blocking the auth/financial request message you should get a decline. But the 3D secure adds some additional complications (but been years since I paid attention to that pathway). Certainly within the USA paying for TER with your credit card walks a fine line between allowed transaction.

 
But maybe it's just odd phrasing of the 3D Secure authentication/authorization for a high risk transaction (flagged by the risk models). If you can tell that it's actually coming from your issuing bank and they have sent you a code to enter that's probably fine. If you're getting some odd link asking for your account number again, or your bank account number run away.

As Imp notes, 3D Secure should result in getting some OTP or code from your issuing bank that you then enter into the payment page (depending on who is processing the transactions for TER payments here they might not have that setup well or did an update that broke something or this transaction just tripped over an existing bug). But also, are you using your CC or a gift card that is likely not associated with any person that could be contacted. If the later then 3d Secure probably cannot work and you might consider the comment about the VPN if you use that. Or just try again later to see if you don't trip the risk assessment rules.

I'm probably going to drop VIP membership, as it's getting to be a hassle to debug. Certain CC's may have blocked transactions from TER.

Crypto works perfectly.    Gift cards could be tricky but  with TER help, days were added to my account.

Years ago I was having my VISA card block sending funds to TER.   So, I called the number on the back of the card and told them of the issue.   They said that they could unblock it, and they did, and the payment went through.   A year later the same thing happened and I called again, and they took care of it.

 
After that time, I've never had a problem getting it through again.

 
They did ask me what this TER is.   I told them it was a forum for sex perverts and miscreants.   They said we're sex perverts and miscreants too.  What a small world.*

I've had the same issue with my MasterCard being declined when re-upping my TER membership. What happens is that MasterCard actually sends me a message asking for verification that this is a legitimate transaction. That message goes to my spam account and I don't see it. Now I know when I re-up to check my spam folder and approve the transaction and it goes through.

mrfisher and RIFF, a couple of TERorists, reported how they got their CC payments to be processed. I don't think that the banks have blocked TER specifically. I think that they block all international payments until getting an authorization from the customer.

Also, the billing party on your CC statement is not "TER." It used to be their boring corporate name that I don't remember. (Something with a "tree" or "plant" in it? 'Pinetree Enterprises, Netherlands'???? Anybody remember the old name?) Their new corporate ID is at the bottom of every page and appears to be "No Excuses Agents LTD" in Cyprus ... but they might use some OTHER billing name with no obvious link to the words TER, erotic, review, perverts, miscreants, mrfisher, etc..

If you get your CC payment processed, let us know how you did it (3 minute phone call to CC Customer Service?) so others will be able to follow on.
