Completely depends on the provider. This has been a topic on this and other boards on and off. If she offers both, just ask her! Whatever you feel more comfortable with might be more important. If you are uncomfortable will you enjoy the session? Doubtful.
Personally I prefer Incall. I don't have a stranger in my house. If there is a driver or a hassle it is not in my home or neighborhood. My neighbors can be very nosy and I don't need the hassle. Hotel rooms are okay, but impersonal, and also an extra expense if she is a no show.
There are just as many reasons for outcall. Someone is bound to make them 
Go with what you are comfortable with and pick a provider that fits your wishes. That is the great thing about htis site. You can find out a lot about a provider. It is not shooting in the dark.

While many ladies offer both incall and outcall--the service associated with the lower rate (if there is a rate difference) should be the one that she prefers.
Most ladies seem to prefer outcall--and therefore offer a lower outcall rate. (Incall is more inconvenient for many providers--and the rates are often higher to cover a hotel room for a lady who can not/does not wish to entertain at home.)
I am one of the few who offers a lower incall rate--as I find I'm most relaxed in my own domain...not someone else's.
Remember that you may always send your selected lady a private e-mail if it's not clear whether she specializes in incall or outcall
