You assume that providing bbfs would automatically entitle a provider to a 10 score.

A review scored per TER's requirements has nothing to do with bbfs. Many of us old-timers have complained about the legacy requirements; anal and really-bi mean nothing for me. CIM does and in my opinion that should be entitled to 1, if not 2 or 3 points above 7.
