TER's rate of new reviews is falling.  
Only 9 of the last 100 reviews submitted were of never reviewed women.  
In my town the number of reviewed women has remained static despite large numbers of unreviewed women.  
TER's policies must change to encourage the most valuable reviews- those on never reviewed women!  It's hard to go out and face the unknown.  We must reward the courage and initiative and simple guts of the true heros of TER! Those are the guys who go in for the first time without the protection of full info!
The 10th or 50th or 100th review may be useful just to see that quality is being maintained, but in my experience the 1st, 2nd and 3rd are really valuable. I think 45 days free service for the first review, 30 days for the second, 15 for the third and only 5 days thereafter would provide the same economic revenue for TER and a superior service to members.  More comprehensive reviews would probably gain more paying customers too.
