Forgive me if this has been posted somewhere else, but I've done searches for "watch list" and "beware" and haven't found what I'm looking for.

I know that TER provides a Rip-offs page for providers who have been visited and didn't provide what they said they would, but I'm wondering if there can't be another resource that identifies these rip-off artists in a way other than TOFTT.  Just recently I saw two listings on Cityvibe that I could tell were fishy; one was using pics of the internet model Lucia Tovar and the other was giving a phone number that actually belonged to a holding company.  I've seen other provider listings on other sites that use unaltered photos of other internet models that I'm fairly sure aren't secretly providers.  I want to know if there can be a listing of phone numbers or providers that others already know are rip offs, but who may have changed their information so they don't show up on a TER search.  I know the danger of blacklisting a provider is always prevalent with these types of things, but if I could ID half of the bad providers out there, I'd feel a lot better.

I know about the reviews; what I was suggesting was a watch list or warning list of ads that haven't been reviewed but are known to be bad.  Just something along the lines of "Hey, Provider X is using pics of this internet model; beware" or something like that.  I've seen a section like that on a hobbyist site for the San Francisco area.  Mostly, I'm speaking from a position of need; I see so many new provider ads pop up on Cityvibe that seem a little too good to be true, and I want to know if anyone's got any more information on these so I don't end up walking into a ripoff.
