The short answer is that TER management wants it to be tough to write a review.

The idea is to weed out the unserious reviewer and make sure that any client who writes a review is very committed to wanting to do so.

It strikes be as a bit loopy, but hey, it's their board, so their rules.

Posting reviews are sometimes tedious. Why not have a button on the providers profile for "Post Review"? The review page would appear and the reviewer can make changes as necessary on the profile instead of having to select on the item. This would also eliminate duplicate profile of the same provider.
