You don't have to receive those services to give a lady a 10, but she has to offer it. If she does not offer certain services, then she can not get more than a 7.  
Of course this concerns the second 10 in a 10/10. (the performance score) There are no rules for the first 10, as looks are subjective and beauty is in the eye of the beholder.

From TER's review submission guidelines:

In order to keep our performance ratings consistent, we set up the following system: An escort provider is only eligible to earn up to a 7, unless she is willing to perform one or some of the following during a session: Kisses With Tongue, Bare-Back Blow Job, Really Bi, and Anal Sex, or More than One Guy. For each of these services that are offered, her potential max score is raised by one point, with 10 as an absolute maximum.

This does not mean she earns extra points for offering the service(s); just that she is now eligible for a higher score. Her maximum eligible score is based on what is offered, not what is performed during your session with her. You may or may not be interested in the “extra” services she offers, but the fact she offers them makes her eligible for the higher score.

As long as the required services are offered for a 10, she can get it.  Looks are up to you.

There's no other girl there for her to be "really BI" with or no other guy there? With tongue and bbbj she would only get a 9. She can claim she's really bi, but if no other women is around it isn't really an offer.

The OP's question was about whether or not TER would allow a provider to be given a 10 performance score if she didn't offer "sex": oral, vaginal, or anal.  The answer is YES, at least in theory.

My post was intended to rebute the inference made by a few other posters that a "sexless" session SHOULDN'T be elligable for a 10.  I was trying to point out that you could do a veritable kinky extravaganza featuring 10 different activities... that would leave the client QUITE satisfied! Afterall, sexuality isn't just limited to sticking dicks into holes. Lol.

We are actually in agreement. I am not arguing with you. I said in my first reply to the OP that a lady can get a 10 if she offers the menu itmes that allow her to get a 10. I said the same thing to you. In your example, You are showing specifics of how a lady can get a 10. I never showed specifics but just the general statement based on TER rules. We know, (and anyone who doesnt know can look it up on the review page) there are 5 items (or extras) that if offered, allow a lady to get more than a 7. Offering any 3 of those 5 will allow her to get a 10.

By the way, in your first post you never mentioned being really bi, or offering DFK. You only mentioned kink and jacking off. So in that case, unlesss you know those other services are offered, then nope, not elegiable for more than a 7 for a kink and JO fest. On the other hand, if she offered those other items but he didnt partake, he can still give her a 10.

It sounded like you were saying that people needed to provide all 5 activities to warrant a "10."  I was clarifying that each additional "possible" activity raises the "possible" score +1 from the baseline top score of 7.

Frankly the TER scoring system confuses the hell out of a lot of people!

If she's NEVER done any of the above, the first reviewer can't say "Yes" to any of that shit, because he does not know. His answers should only be "I don't know" which does not make her eligible for a darn thing, unless she "claims" she offers them and reports a problem.

There's lots of rumors that they might have existed somewhere, at some point in time... but no one has been able to prove it! Lol.

Yet the high scores continue...

As stated earlier there are 5 ways to increase your score from a 7 to a 10. Some of these options are RARELY used.

The way the scoring system is set up has some obvious flaws,; if you can earn additional points for extra options, you should then have points deducted for restricting other options.

I also thing the massage with DIY endings should be in their own category, they could then earn 10's without actually providing the release.

The real key is to read the reviews and get a sense for whether the overall experience is one you would enjoy - often reviewers, including myself will state in the review that TER rules limit you to a 7 (or whatever) but that the experience is a 10 in the reviewer's eyes.  Reading reviews give you a sense of her personality - businesslike, girlfriend like, enjoyable to be with And chat with, how the sessions flow, etc.  if you only go by numbers you are missing out on many very fine ladies.
