The TER rules surrounding delisted providers exist to protect those who could be harmed (legally or physically) by being publicly exposed on either the discussion boards or reviews.
However, discussion of providers delisted or banned for fraud is allowed, because to do so is in the best interest of the community.
The safest approach is to not seek out providers who do not have TER reviews.
I have tried to post a review for a reviewed provider whose web site is not currently showing any valid pictures, but the URL is still active. The provider is currently operating UTR with an active email address. Given this, would it not make sense to be able to post a review, especially if the community would benefit from knowing there are problems with provider?
There are only three requirements for a web URL to be attached to a TER review profile:
1. The web site link must contain the provider's name. 2. The linked site must contain contact info for the provider (email, phone, or contact submission page). 3. If the link is to the provider's ad on an escort mall, the site cannot also contain reviews.
Pictures of the provider are not a requirement.
A review is useless without knowing the name of the provider or having any contact info for her, and TER does not allowing linking to other review sites.
These guidlines makes sense in most cases, but when a provider is operating UTR there should be some way to advise the community when there are problems. The review I wanted to post was to advise other hobbyists based on my very bad experiences. A provider can use these rules to shield herself as well and the community won't find out. This seems to contradict what the board is all about. It just seems there should be some flexibility in situations like this.

It seems like we are pretty much on the same page. The provider I want to review is still listed on TER and her Web Site address is still active, but does not show pictures or have contact info. I know she is just operating UTR.
I am trying to post a review because she did defraud me. She promised to make up time, on two separate occasions, due to illness and did not make up the time among other things, all of which are in the review. I thought the review would definitely benefit the community since other hobbyists want to know about these types of situations. This is why I am making this effort.
