Suggestion and Policy

This topic came up on the Atlanta board the other day.  Someone was unable to find reviews of a well-known provider in the area because he didn't know to change the option for Exclude bad website to No.  Personally, I do that for all my searches.  I'd hate to miss someone because she only has email.  I know it's TER policy for all listed providers to have a web presence, but there are still a lot of reviews for great providers with no website listed.  Personally, I would love to have it default to No.  I realize not everyone wants that change, but it would make a good survey question.  LET THE PEOPLE SPEAK!  ;)
