I put out a review but the provider has no website. so i keep getting rejected.

Many of them are free (Escorts USA is one and I'm sure others here can name others.)  I think BP also works, but that may not always be the best place to be.

If she has a link to that, and it has her photo on it, she can then be reviewed.

Of course, she has to want to be reviewed in that case.

The lady does not need a personal website but she needs an "internet presense" to be reviewed on TER. An ad on an ad mall like eros, backpage, citysource, myproviderguide, etc. (as long as it is not a competing site to TER, ie an ad site that also has reviews).
Or a profile on P411, date-check, or RS2k can be used in the ad link. The ad or profile must contain the provider's name and a means of contact. (phone number or email address or both) It actually does not need a photo for TER to accept it.
