I don't know the official policy, but I have seen ripoff reviews posted when there was no meeting. A recent one:

Maybe it depends on which TER admin is doing the review approvals that day.

from TER saying that rip-off reviews are the only reviews that can be submitted when no meeting occurred and can be posted regardless of any "No Review" policy on the providers website. Pretty sure the other part of the policy is that you cannot post a rip-off review just because you paid the fee but she didn't want to do everyone you thought she was going to so.

So where's the problem? Are you saying you tried to submit such a review, exactly as simple as stated, and TER disallowed it?
