You're probably right. I misread his post

So many posts on this S&P board are to add new boards, that I jumped the gun there. Searchable cities under reviews is a good thing, or at least put the whole state as a city. That's how Hawaii is. We don't have our own board (and even though I am in Hawaii, I actually argue against a new Hawaii board here when people ask for it, because I know it would be a dead board), but "Hawaiian Islands" is listed under review cities.
