One area where TER is terribly deficient is "no shows." At present, of course, a "no show" cannot be reported in the context of the review format. The only way it can be reported is on the regional board, which gets spotty attention and which dies out with time.
And so the effect is to give "no show" providers a free ride.
I had this happen to me recently from a well-reviewed provider, and it galled the hell out of me that she got away with it scot free. I wonder how many other "no show" situations have marked her career? We'll never know.
So there needs to be a separate "no show" report in which the circumstances are noted, and the provider is given an opportunity to respond. The number of "no show" reports and the dates should be noted on the summary page for the provider.
