People post their ISOs on the regional boards (where locations are not needed because they are assumed) then they get moved to the ISO board, and you see posts that make no sense, like, "searching for incall near airport." "busty provider wanted for this weekend." "who is available in downtown tonight?"
Without the city or area, no one can answer. But it is not the OP's fault if he omitted the city since he originally posted on the regional board. Also it seems few people read the ISO board anyway so less likely to get answers there. In addition the OP probably does not even know his post was moved so he doesnt go over to ISO and add the city or check for responses.

The board should be closed and ISOs should be allowed on the regional boards.

I'm afraid on the busier regional boards, the ISO's would get moved down the page on onto the second page too fast.
But I agree it is a problem the way they are being handled now with the locations being omitted and then the post being moved.

On the ISO board they hardly get read anyway. So would it be better to get read (by people in the correct region) and move down the page, or stay on the first page of the ISO board and get read by 5 people?

original ISO post and add: "moved from ____ board."

it still wouldn't get more people to read that board I think there would be more responses to the posts on the regional boards, where more people from the actual region would see them.
