How, or when, does someone become unmoderated?  Is it number of posts?  Number of reviews?

Also, when we become unmoderated, are we unmoderated for all boards, or do we have to get unmoderated separately for each board?

You have to pm the Mod of your local discussion board to unmoderate you. It is basically up to him/her if he thinks your posts are ok to be unmoderated.  And yes, that will unmoderate you for all boards.

Per the TER Instruction Manual, it's up to the moderator of your regional board.
