TER now requires cookies in order to function properly.  Please follow the below procedure to make sure cookies are enabled on your system.

In Internet Explorer:
Click on Tools
Click Internet options.  
Select the “Privacy” Tab
Set slider Bar to “LOW”
Click OK

In Netscape Navigator:
Click on Edit
Click on Preferences
Click on Advanced
Select “Accept All Cookies”
Click OK
