Can anyone explain how a lady with 8 reviews # 232521, still gets the "NEW" banner , while a lady that just got her second review does not get a banner#232253. Others # 232529( 4 reviews) #233143 (3 reviews).
 The only common trait I've found is that they are all Caucasian lol

The first review cues the "new" banner. It stays up for 2 weeks. In your example that means the lady with 8 reviews got all 8 within 2 weeks. The one with two reviews got the first one more than 2 weeks ago. It's a time thing, not a number thing.
