can one run for miss ter more than once or once you win once you wont be considered for it again even after 12 months?  

There are no written rules for Miss TER so everything is subject to change at admin's will. Anyway, I have heard two different reports about this from 2 former Miss TERs who got their info directly from admin.  
One was told she could win again but not twice in the same year. Another one was told that you can get the title only once in a lifetime. While those 2 reports seem at odds with each other, there was extenuating circumstances with the first one. She was a runner up who was declared the winner months later when the winner for her month was delisted. So, this is what I get out of that: If you win the title outright, you can not win again. If you became Miss TER by being runner up who was later declared the winner due to the winner being removed, then you are still eligible to get the title outright in the future.  

Winning it again of course is quite a different matter.

This is a newbie board. The S&P board IMO would be the place to make the inquiry for a more clear answer. Maybe Admin would weigh in there.

Whether you ever win again is quite a different matter.

earlier this year I was runner up.But I never inquired about if you could win again doesn't matter to me.
But I would think they would not pick the same provider for ms.ter twice when there are so many others who have not won who have some awesome photos.But if in doubt contact admin.
I think Jessica was runner-up after winning.
