If they won't make a new Ad Board, what if they added a code or rule (like for Photo Only or touring Ads):
New York Ad Board
Manhattan, Bklyn, Bronx, Queens ads must have "NYC" in the subject line
OR
Other locations must have "NON-NYC" in the subject line. That would include Staten Island, LI, Westchester, Albany, Buffalo ... and the occasional NJ ad for those close to NYC.
I have already SUGGESTED that the generic "sub-headings" for each discussion board should be expanded for each board and that can be done for ad boards, too, e.g.,
Heading: New York Ads
Generic Sub-heading: Welcome to the New York Provider Ad board.
Change the sub-heading to: Providers in Manhat, Bx, Bkln, Q should put "NYC" at the beginning of their subject line. Providers outside the 4 Boros should put "NON-NYC" at the beginning of their subject line.
The current rule for every ad board is that touring Providers include their name and the dates of their planned visit. Local Providers don't need to include dates (local availability implied).
SO, CHANGE THE SUB-HEADER to give specific rules or codes for each region: "San Fran Ad Board. (Sub-header) Please include the following codes in your subject line: SB South Bay, SJ San Jose, NB North Bay ..." Other regions that are geographically too large and could use some codes? Carolinas, Chicago ...

There is a lot more to New York state than just NYC. There are so many providers posting ads for NYC that ads for other areas get lost in the mix very quickly. I've tried in the past posting on Other Cities without much success.
