It seems like on every incomplete pass there’s a pass interference flag. Even if you bump into the receiver before the ball is thrown, it’s a holding penalty.
Now it seems that’s there’s plays designed to get the pass interference calls.
Long ago theses penalties were rarely called, now it’s on every incomplete pass play

When we played street football, we made use of the telephone poles, hydrants, garbage cans, and other obstructions to get open. "I'll loop inside around the pole and cut back to the cans. Hit me under the cans."  The poles, hydrants, and cans never got called for interference, holding, or illegal blocks. We designed the plays that way!
