NO, what you are seeing in Tampa is the second coming of Culverhouse.  The Glazers are in deep with their purchase of Man U so they don't seem to be too interested in the Bucs anymore.  Not spending money on players, going cheap on the head coach instead of hiring talent, etc, etc.
