You're new, so for new providers and agencies I give a free ad posting on the first time. However, for subsequent ads TER has certain requirements.

The easiest way to fullfull the requirements for ad postings on TER is to include the TER badge on the first or second page of your website.

400/hr is high for Seattle. 200-300 / hr is the average rate.

But you do have one review with a 9/9... so maybe you can pull it off.
