To answer your question, I don't believe that you need a website to post your ad, but it would certainly help to get more attention going in your direction. You can start with one of the template sites. Rare Escorts is a good one, and it's free. To attach your site to your ad, it will have to diplay the TER banner. Instructions for that are also available in the newbies manual.
