You know, I haven't patronized that organization but I will saw, recent stories about a particular lady there are quite compelling. Overall, I share the same hesitation to send that kind of info as you expressed but I think I can understand the desire to do it. Fortunately, my fantasy mind is creative enough that reading the stories and taking a cold shower after can keep that "monkey" in check. 
I few I've reached out to ask for DL when i first started mongering. LSC isnt the only one
I contacted one place in the East Bay a few months ago. I was asked for name, age, race and references. If I didn't have any references, they wanted a photo with me holding a sign with "today's" date. I didn't proceed so I don't know if they would have eventually asked for a copy of my ID or not.
I was grandfathered in to LSC so I never needed to provide ID.
When I moved to Chicago, every org requires ID plus a business card or some other form of ID confirmation, in addition to references.
This is mainly for the providers' safety, in the past I've heard several horror stories from providers who were robbed and/or assaulted by the mongers, and they ended up quitting or at least taking a long vacation and coming back under a different name, which is another reason they may not use their 100% real photos, in case of stalkers following them around.
Since you saw Hera last year, you were also grandfathered in so you don't need to worry about LSC.
If an org requests ID, you don't need to provide and you don't need to do business with that org.
It's been sort of the standard the last few years? I've yet to see anyone report of any wrong doing from the pii sent over. I'm sure there's hundreds if not thousands of mongers that has sent it over the past few years. Easy to just have credit freeze and monitoring to watch out for suspicious activity. I'm sure many have done that. Friend had stolen identy with a few cars bought in the process lol. It's just more of a hassle but he got it all cleared up eventually
If asked for ID just black out DL number & last name.
They just want a face & a first name to keep us all safe.
